This. I had the same problem with an older i7. It's incredibly frustrating when a perfectly good machine gets blocked.

Yeah, did you check if TPM is enabled in your BIOS? That’s what got mine to pass.

Yeah, Also, that CPU is from 2017, so it's likely your motherboard only has TPM 1.2, which won't work for the official upgrade. Let me know if that works.
