Yeah, that Secure Boot step is the usual culprit—did you also check if it's set to Windows UEFI mode?

Same here. Agreed, and double-check that TPM is enabled in the BIOS itself, not just showing as ready in Windows. That sometimes trips people up.

This. Also, is Secure Boot definitely on in the BIOS? That's another common one the installer checks.
