You could also try opening Settings by pressing Windows key + I, which sometimes bypasses the Start Menu issue. Hope that helps.

Agreed. Another option is to restart Windows Explorer from Task Manager, which can often fix unresponsive taskbar items.

You could also try running the Windows troubleshooter for audio, which might automatically detect and fix the sound issue.
