I had the same problem. For me, booting from a USB installer and using the repair startup option finally got things moving again.

This. You could also try using the Activation Troubleshooter again, but this time choose the "I changed hardware on this device recently" option.

Agreed. You could also try a clean install using the Media Creation Tool, as it sometimes bypasses stricter upgrade checks.

This happened to me. I had to temporarily disable the Ubuntu bootloader from my BIOS boot order to get the Windows 11 install to complete.

Agreed. Right, and if it is enabled, make sure it's set to TPM 2.0 and not the older 1.2 version.

Agreed. I had the same problem. For me, temporarily disabling Secure Boot in my BIOS to match my Ubuntu setup let the Windows 11 upgrade finally go through.
