This happened to me with an older laptop. I used the Media Creation Tool for a clean install and it worked, but it wiped everything, so be sure to back up first.

Same here. Did you check if TPM 2.0 is enabled in the BIOS? That's a common blocker.

Yeah, I had the same problem. I ended up having to use the Windows 11 Installation Assistant tool to force the upgrade on my older machine.

Can confirm. You could also check if there's a BIOS update from HP for your model, as that sometimes enables support.
