I had the same problem. For me, it was Secure Boot being disabled that caused that exact error.

Yeah, that was it for me too. Also double-check that TPM 2.0 is enabled in your BIOS.

Agreed, and don't forget Secure Boot needs to be on as well. That one tripped me up.
