Yeah, that TPM update was the key for me too. Also, double-check that Secure Boot is actually enabled in your BIOS, not just showing as supported.

Agreed. You could also try creating a fresh Windows 11 installation USB using the Media Creation Tool, as that sometimes bypasses upgrade errors.
