Can confirm. I had the same problem with my 7700K. Ended up staying on Windows 10, and it's been fine.

You could also try the official bypass using registry edits to install, though it's not recommended for most people. Another option is to just stick with Windows 10 since it's supported until late 2025.

This. Yeah, that CPU is actually on the borderline, so the official tool is probably blocking it correctly.

You could also try using the official Media Creation Tool to force the upgrade, as it sometimes bypasses the Health App's stricter checks.
