Agreed, the antivirus trick can help. Also, try backing up your shortcuts to a folder before the next attempt, just in case.

+1 You could also try running the Windows Update troubleshooter first, as that specific error code is often tied to driver conflicts.

Yeah, and before you run the troubleshooter, maybe check if you have any pending driver updates in Device Manager that could be causing that conflict.

Same here. Also, have you tried creating a fresh user profile to see if the shortcuts reappear there? Hope that helps.

Same here. Yeah, that's a solid suggestion. Also, try running the installer from a clean boot to rule out software conflicts causing that error.
