I had the same problem. I ended up having to call the automated activation line, which gave me a new code that finally worked.

Yeah, that phone line can be a pain. Did you make sure your Microsoft account is linked to your digital license in Settings > Accounts?

Yeah, Agreed, linking the account is the key step. One extra tip: if it's still stuck, try running the Activation troubleshooter again right after linking—sometimes it needs that second nudge.

Also, double-check that you're signed into the Microsoft account that has your digital license linked to it.

I had the same problem. For me, a simple restart after the upgrade finally made the activation stick. Let me know if that works.

You could also try running the Activation Troubleshooter again, but this time choose the "I changed hardware on this device recently" option. Another option is to manually enter your Windows 10 product key in the activation settings. Hope that helps.

Yeah, that's solid advice. Also, if you're still on the same PC, sometimes just leaving it connected to the internet for a day or two lets it sort itself out automatically.
