Did you try booting from your Windows 10 installation media to run a startup repair? Let me know if that works.

Can confirm. You could also try booting into Safe Mode and rolling back to the previous build from there. Another option is to check if your BIOS/UEFI settings still have Secure Boot enabled. Good luck!

+1 Did you try the rollback option in Safe Mode, or are you also stuck before you can even get to the recovery menu?

Agreed. This happened to me. I fixed it by booting from a Windows 10 USB and using the startup repair tool from there.

Yeah, that startup repair is a lifesaver. One extra tip: if it fails, try the "System Restore" option from that same USB menu to roll back to just before the upgrade. Good luck!
