Has anyone else had privacy settings completely reset after upgrading to Windows?

Same here. This happened to me after the last update. I had to go through and turn everything off all over again.

+1 Yeah, it's a known thing with major updates; you might want to check your diagnostic data settings too, as those often flip back.

Can confirm. Yeah, and double-check your app permissions in Settings > Privacy & security too, since those sometimes slip through.

This. Also, run the privacy troubleshooter in Settings > System > Troubleshoot—it sometimes catches things we miss.

+1 You could also try running the privacy troubleshooter in Settings under System > Troubleshoot. Another option is to create a local account, as some report that helps the settings stick. Let me know if that works.
