You could also try temporarily disabling any third-party antivirus software, as that sometimes interferes with the upgrade process.

This. I had the same problem. For me, it was a specific driver that needed updating, even though Windows Update said everything was current.

Yeah, that driver thing is a common culprit. I'd also double-check your BIOS settings for TPM and Secure Boot one more time, just in case.

Agreed, and one more thing—try disconnecting any non-essential USB devices before the upgrade, since those can sometimes interfere.
