This happened to me last month. I fixed it by running the System File Checker tool from an admin command prompt.

Same here. I had the same problem. Running SFC didn't work for me, but a quick Windows Update fixed it. Hope that helps.

Yeah, This happened to me too. I ended up using the troubleshooter for Windows Store apps, which got the Settings app working again.

Agreed. You could also try creating a new user account to see if the problem is tied to your profile. Another option is to run the System File Checker tool from an admin command prompt.

Yeah, that's solid advice. Also, if you're still stuck, a quick system restore to before the restart might roll back whatever caused it.

You could also try running the Windows troubleshooter for audio, since it sometimes fixes settings access too.

Same here. Yeah, that's a good call. Also, try a quick restart again—sometimes Windows just needs a second go to sort itself out.
