This happened to me with the same CPU. I had to enable both fTPM and Secure Boot in the BIOS, not just one.

Yeah, and just a heads up, after you enable those you might need to also clear your TPM from within Windows before the installer will recognize it. Let me know if that works.

You could also check if there's a BIOS update for your motherboard, as that can often enable the fTPM setting for older Ryzen chips. Let me know if that works.

This. I had the same problem with my Ryzen. For me, enabling fTPM in the BIOS under the AMD CPU settings finally did the trick.

I had the same problem. After enabling fTPM, I also had to disable CSM in the boot settings to make it stick.

Same here. You could also try updating your motherboard BIOS to the latest version, as older versions sometimes have fTPM issues. Let me know if that works.

Agreed. I had the same problem. For me, enabling fTPM in the BIOS wasn't enough—I also had to disable a setting called "Secure Boot" temporarily to get the upgrade to finally go through.
