Agreed. You might try running the upgrade directly from the Windows 11 Installation Assistant instead of the Health Check app—sometimes it works when the checker fails. Hope that helps.

Yeah, I had the same problem. After enabling TPM, I also had to find and enable a separate setting called "Intel Platform Trust Technology" before it finally worked.
