+1 You could also try using the official Microsoft Media Creation Tool to do a clean install, which sometimes bypasses the upgrade block.

I had the same problem. Even after enabling TPM, I got stuck until I realized my motherboard needed a separate firmware update for it to actually work. Hope that helps.
