Had the same problem. I had this issue with my own 7700K. From what I have seen, it's strictly about the generation—Microsoft requires 8th Gen Intel or newer for the security features. It's a hard block, so there's no official way around it.

Agreed. Also, make sure the TPM isn't set to "Hidden" in the BIOS, as that can still block it.

I had the same problem with an older Intel chip. It's super frustrating when your PC feels capable but gets blocked by that list. Hope that helps.

Can confirm. I had the same problem. For me, it turned out my USB port wasn't supplying enough stable power, even with a fast drive.
