This happened to me. The Health Check gave me the all-clear too, but the real culprit was that my TPM 2.0 was enabled but not actually set up correctly in the BIOS.

This. I had the same problem with a similar older CPU. I ended up using a workaround to bypass the check, but it's not officially supported.

Hey, I feel your pain with the PC Health Check—it's notoriously vague. You're on the right track; enabling PTT in the BIOS is exactly the TPM 2.0 setting for that model. Good job getting through that!
