Not 100% sure, but I had this issue on an older laptop. Even though 4GB is technically the minimum, the upgrade tool can be picky about available free RAM during the check. Try closing every single app and background program, then run the check again. Let me know if that works.

I had the same problem. I found a BIOS update that finally enabled the TPM setting my PC needed.

Yeah, and once you're done, double-check Secure Boot is enabled in the BIOS too—it sometimes gets overlooked.
