Yeah, and don't forget to right-click the .exe, go to Properties, and manually set the compatibility mode to Windows XP Service Pack 3. Sometimes that does the trick.

Agreed. Yeah, agreed. Also, double-check that Secure Boot is actually enabled in your BIOS, not just TPM.

You could also try updating your motherboard's BIOS/UEFI firmware from the manufacturer's website, as that often enables those security features.
