This happened to me. After enabling that legacy option, I also had to change the boot mode from RAID to AHCI for it to finally stick.

This. You could also check if there's a BIOS update from HP's support site, as that sometimes resolves TPM recognition issues. Let me know if that works.

Yeah, I had the same problem. I ended up using a third-party app to force true black, but it's a bit clunky and I really wish Microsoft would just add it officially.
