Same here. I had the same problem. For me, I had to clear the TPM in my BIOS after enabling Secure Boot before Windows finally recognized it.

This. You could also check for a separate "Security Device Support" setting that needs to be enabled first. Another option is to load the BIOS defaults, which sometimes activates the necessary security features.

This. I had the same problem. Even after enabling TPM, I had to clear the TPM in Windows security before the checker finally passed.
