Agreed, and also double-check that Secure Boot is enabled in your BIOS. That one got me after the TPM. Let me know if that works.

+1 Right, and after you enable TPM, you might also need to switch your BIOS from CSM/Legacy to UEFI mode for Secure Boot to work.

Yeah, You could also try using the official Microsoft Media Creation Tool to bypass some of the upgrade assistant's checks. Another option is checking for a pending BIOS update that might enable the required security features.

+1 You could also verify both computers are in the same workgroup. Another option is to try accessing the other PC directly by typing its IP address into File Explorer's address bar.
