Yeah, I had the same problem on my old ASUS board. I had to enable CSM first, then the Secure Boot option finally showed up for me.

Not 100% sure, but Unfortunately, you're likely stuck—that motherboard's TPM is only version 1.2, and Windows 11 requires 2.0. You could check your BIOS for a firmware TPM option, but most Z170 boards don't support TPM 2.0, so a motherboard upgrade would be needed. Let me know if that works.
