I had the same problem with that error. I ended up doing exactly what was suggested and just dragged my Documents and Desktop folders to a USB drive before trying the upgrade again. Let me know if that works.

Also, is your storage drive using an MBR partition style instead of GPT? That's a common blocker.

I had the same problem. After my upgrade, I had to re-allow access for several apps, and it took a while to track them all down.
