This happened to me, and it turned out my antivirus was blocking it. A temporary disable and a restart fixed it for me. Good luck!

+1 I had the same problem. For me, a clean install of Windows 11, instead of the upgrade, made a huge difference.

This happened to me too. After switching it in BIOS, I also had to completely shut down the PC, not just restart, for the change to finally stick.
