This. Another option is to use the official Microsoft PC Health Check tool's detailed report to see exactly which requirement is failing, as sometimes it's more specific than the error message.

Yeah, This happened to me. It finally worked after I used the Media Creation Tool to make a USB installer and upgraded from that instead.
