Yeah, Before you go the clean install route, have you checked if your PC actually meets all the Windows 11 requirements, like TPM 2.0 and Secure Boot?

Agreed. You could also try updating your motherboard BIOS to the latest version, as that sometimes resolves TPM detection issues.
