This happened to me after an upgrade. Running the activation troubleshooter and selecting "I changed hardware on this device recently" finally fixed it for me.

+1 Yeah, that's a solid suggestion. Also, make sure your BIOS is fully updated, as that can resolve a lot of those TPM detection issues.
