You could also try running the Activation troubleshooter again, but choose "I changed hardware on this device recently" when it prompts you. Hope that helps.

Agreed. You could also try creating a Windows 11 installation USB and doing a clean install, which sometimes bypasses the upgrade block.

Same here. I had the same problem after an update last month. I had to sign in with my password and then set up the PIN again.
