Can confirm. You could also try using Microsoft's official Media Creation Tool, as it sometimes bypasses the check that fails in the PC Health Check app.

I had the same problem. For me, running the Windows troubleshooter for audio actually got the volume working again, which then let me into settings. Hope that helps.
