Can confirm. I had the same problem. I fixed it by just letting it sit for a day, and it activated on its own after a few reboots.

This. I had the same problem. My older AMD chip just wasn't on the list, so I had to stick with Windows 10.

Yeah, that's a good call. Also, double-check that the TPM isn't hidden under a weird sub-menu like "PTT" or "Security Device" in your BIOS. Hope that helps.
