+1 I had the same problem. Even with TPM enabled, I had to find and turn on the separate "Secure Boot" setting in the BIOS before it would finally work. Good luck!

I had the same problem on an old laptop. Using Rufus to remove the TPM check worked for me, but I also had to enable Secure Boot in the BIOS first. Let me know if that works.
